Mr. Alok Perti holds a bachelor’s degree in science and a master’s degree in physics from the University of Allahabad. Mr. Perti also holds a master’s degree in social planning & policy in developing countries from the London School of Economics, United Kingdom. He joined the Indian Administrative Service in 1977 and has worked in various capacities with the Central Government and the Assam Government for several years.
In the state Government, he worked in various capacities such as Sub Divisional Magistrate, Deputy Commissioner in districts and as Joint Secretary, Secretary and Commissioner, Principal Secretary, and Additional Chief Secretary at the Secretariat. In the state government, he worked in the Departments of Health and Family Welfare, Transport, Panchayat and Rural Development, Power, Public Enterprises, Municipal Administration, Finance and Home.
In the Government of India, he worked in various senior positions in the Ministries of Defence, Department of Defence Production, Ministry of Health &Welfare, and Ministry of Coal. In the Department of Defence Production, he was Member Secretary of the Kelkar Committee which gave its report on the promotion of Private Local Industry in Defence Production. In the Ministry of Coal, he worked as Addl.
Secretary, Special Secretary, and Secretary. He introduced a GCV-based grading and pricing system in the coal industry. He has also worked as a short-term consultant with UNICEF and the World Health Organization. In 1992 he was also a member of the team in World Bank which wrote the World Development Report of 1992, which focused on Health Economics.
He was also an official director on the Board of several Public Sector Companies which included Coal India Limited, Bharat Dynamics Ltd, Mazagon Dock Ltd, Goa Shipyards Ltd., Garden Reach and Shipbuilding Engineers Ltd, Hindustan Aeronautics Ltd, Bharat Electronics Ltd and Neyveli Lignite Corporation Ltd. On retirement he was appointed as Advisor to the Minister of Coal and later as part-time Chairman of the Expert Appraisal Committee of the Ministry of Environment, Forests & Climate Change for hydroelectric and river projects till September 2016.
Post-retirement he has been Advisor to Bharat Forge, Jindal Stainless, and Dupont for two to five years. He has also been on the board of CIL, IIFCL (Projects), DFPCL, and Shalimar Paints as an independent director. He is presently on the board of MAL, a subsidiary of DFPCL, Equaro Sureties, NITCON, and DSWA ( an animal welfare organization) as an independent director. He was Chairman of the Coal Preparation Society of India till 2021. He is also DG of the Indian Ammonium Nitrate Manufacturers Association and DG Domestic Coal Based Power Producers Association (DCBPPA). He is currently Chairman of the Indian Coal Forum and a member of LKMT and India Energy Forum.
